Jim,
Question about 95th percentile: Why is "95" the magic number? Why not "93" or "87" or whatever? I'll assume there's some theoretical type of math behind this (that I probably won't understand) or is this based upon empirical observations?
thanks,
Julie

Hi Julie! I have no idea where the number came from. I suspect it's more empirical than theoretical, and related to whether a given ISP is able to become profitable, but I'll go ask someone who might know. -Jim
